OCI cardholders: property, loans and accounts in India
Updated
Can an OCI cardholder buy property in India?
An OCI cardholder may buy a home or commercial property in India like an NRI, but not agricultural land, a farm house or plantation property (Ministry of Home Affairs OCI notification and RBI's FEMA Non-debt Instruments Rules, checked 21 October 2026). An OCI may also hold NRE, NRO and FCNR(B) accounts and take a rupee housing loan, because RBI counts an OCI cardholder as a person of Indian origin.
Official rule: MHA: OCI cardholders have parity with NRIs for buying and selling immovable property other than agricultural land, farm house or plantation property. (source, checked 2026-10-21)

Can an OCI buy agricultural land in India?
No. MHA gives OCI cardholders parity with NRIs for buying and selling immovable property other than agricultural land, farm house or plantation property (source, checked 2026-10-21), and RBI's property rule says the same for an NRI or an OCI (source, checked 2026-10-21). An OCI may inherit such land (source, checked 2026-10-21).
Can an OCI cardholder get a home loan in India?
Yes, through the same RBI route as an NRI: the rule allows a housing loan to "a NRI or a PIO" (source, checked 2026-10-21), and RBI counts an OCI cardholder as a PIO (source, checked 2026-10-21). Terms are those of a resident borrower — see the NRI home loan calculator and the home loan rules.
Can an OCI open an NRE or NRO account?
Yes. NRE and FCNR(B) accounts are for NRIs and PIOs, and a PIO includes an OCI cardholder (source, checked 2026-10-21); an NRO account is open to any person resident outside India (source, checked 2026-10-21). Compare them: NRE vs NRO vs FCNR(B).
Do OCIs from neighbouring countries need RBI permission to buy?
Citizens of some neighbouring countries need RBI's prior permission to buy property in India, but that rule does not apply to an OCI (source, checked 2026-10-21).
Who can get an OCI card and where do I apply?
OCI registration (section 7A of the Citizenship Act 1955) is for foreign nationals of Indian origin and their families as listed by MHA; nobody whose parent, grandparent or great-grandparent is or was a citizen of Pakistan or Bangladesh is eligible. You apply online on MHA's portal (source, checked 2026-10-21): ociservices.gov.in. This site does not handle applications.
Is an OCI cardholder an Indian citizen?
No. An OCI cardholder holds a foreign passport; in fields not covered by MHA's list or RBI's FEMA rules the OCI has the same rights as a foreigner (source, checked 2026-10-21).
