Qatar home finance rules: how much, how long, how much of your salary
Updated
How much of a home a bank in Qatar may finance, for how long, and how much of your salary all your debts may take — the limits QCB set in 2023, plus the Ministry of Justice fees for registering the mortgage.
A Qatari may finance up to 80% of a home up to QAR 6,000,000 (75% above) over up to 30 years; a resident up to 75% (70% above QAR 6,000,000) over up to 25 years; a non-resident buying a ready property to invest up to 60%. Debt payments: at most 75% (Qatari) or 50% (expatriate) of total salary.

How much may be financed, and for how long
| Buyer | Lower value | Higher value | Longest term |
|---|---|---|---|
| Qatari citizen | 80% | 75% | 30 years |
| Resident | 75% | 70% | 25 years |
| Qatari citizen, ready property for investment (repaid mainly from rent; band QAR 10,000,000) | 75% | 70% | 25 years |
| Resident, ready property for investment (same band) | 70% | 65% | 25 years |
| Non-resident, ready property for investment | 60% | 20 years (15 years above QAR 10,000,000) | |
The value line is QAR 6,000,000 for homes repaid from salary and QAR 10,000,000 for investment property.
For property still under construction that is financed as an investment (repaid from the property's income), the same QCB announcement sets lower limits: 60% over at most 20 years for Qataris and 50% over at most 15 years for foreigners. A home you buy off-plan to live in falls under the residential limits above. Any grace period may last at most 3 years, counts inside the total term, and interest is paid during it.
Permanent residence and the longer term
A non-resident buyer who obtains permanent residence in Qatar through the property may be given the residents' term (25 years) instead of the non-resident limit.
How much of your salary
For salaried borrowers, all debt payments together — the home finance and every other loan and card — may take at most 75% of total salary for a Qatari and 50% for an expatriate.
The rate
We found no official cap on the rate of home finance. The lending-rate + 1.5% cap is QCB's rule for loans against salary (QCB rates explained). Compare offers on the real yearly rate including fees.
Ministry of Justice fees for the mortgage
- Registering the mortgage: 0.025% of the secured debt plus QAR 100 for the deed.
- Releasing it once paid off: QAR 200 in total.
- Ministry valuation: free (QAR 0).
- Registering the sale itself: 0.25% of the value — see costs of buying a home.
Worked example
A QAR 2,500,000 home, the smallest down payment allowed, 25 years at an example rate of 5% (our assumption, not an offer), salary QAR 40,000 a month:
- Qatari: 80% financed = QAR 2,000,000, down payment QAR 500,000, instalment QAR 11,691.80; up to QAR 30,000 a month may go to debt.
- Resident: 75% financed = QAR 1,875,000, down payment QAR 625,000, instalment QAR 10,961.06; up to QAR 20,000 a month may go to debt.
- Registering the Qatari's mortgage: QAR 600.

QCB announced these limits through the state news agency QNA on 8 July 2023; the circular itself was not on QCB's website when we looked. Your bank's offer letter is what counts.
