Bahrain home finance rules: what CBB sets and what it doesn't

Updated

For a home loan in Bahrain, CBB sets the fees, the early-settlement charge, how interest is calculated and what the bank must disclose. Much of what other places regulate — the down payment, the term, an age limit, a maximum rate — CBB's Rulebook, as we read it, leaves to the bank.

A home loan secured on the home you live in is outside CBB's 50% consumer-finance limit. Processing fee at most BHD 200 / BHD 300 / BHD 500 by loan size; paying off early at most the lower of 0.75% or BHD 200, plus 10% VAT on the fee. Flat rates are banned. CBB sets no loan-to-value limit, no maximum term, no age limit and no rate ceiling for home loans.

Not a valid document. Estimate for information only — not financial advice, not an offer of credit and not a bank document. Errors are possible. Only your bank's or finance company's official offer letter, contract and statements are binding.

What CBB sets

  • Outside the 50%: A loan secured by a first charge on the home you live in (or will live in) is not "consumer finance": its instalment is outside the 50% consumer-finance limit. The bank's own review still weighs your housing costs: The bank must still review your finances in detail and may keep repayments well below 50%; housing costs get particular attention, and what is left must support you and your dependants.
  • Processing fee: at most BHD 200 for a loan up to BHD 150,000, BHD 300 up to BHD 250,000 and BHD 500 above, plus 10% VAT.
  • Early settlement: Paying off a home loan (residential mortgage) early, fully or partly: at most 0.75% of the outstanding loan or BHD 200, whichever is lower (plus 10% VAT on the fee). That is the most a bank may charge; yours may charge less. The early-settlement caps cover existing loans as well as new ones. Islamic banks, and CBB-licensed financing companies on Sharia-compliant financing: on early repayment the profit is limited to one month's profit — that of the month in which you repay (since 1 October 2011).
  • VAT on fees: Bank fees carry 10% VAT — arrangement and processing fees and other bank charges such as early-termination (early-settlement) and late-payment fees; the interest (or Islamic profit) itself is VAT-exempt.
  • Effective rate: Banks must not charge interest using a monthly flat rate: they must use an effective rate on the reducing balance (since October 2019).
  • Notice: A bank must tell you at least 30 calendar days before it raises a rate, fee or charge, so you can accept or settle the loan.
  • Insurance: If a bank asks for insurance on a loan, you may bring your own policy; if the bank arranges it, it may charge only the actual cost.

What CBB does not set

  • No down-payment or loan-to-value rule: the bank decides how much of the price it lends.
  • No maximum term and no age limit: The 25 years are CBB's disclosure example for housing finance — not a legal maximum term. Term and age are agreed with the bank.
  • No rate ceiling: CBB publishes no maximum rate, so compare offers on their rate and fees.

CBB's APR example: BHD 100,000 over 25 years

Banks publish their APR on standard examples: BHD 10,000 over 7 years for consumer finance and BHD 100,000 over 25 years for housing finance. At an example rate of 5.5% (CBB sets no maximum rate — use the one in your offer):

  • Instalment BHD 614.087 a month; interest over 25 years BHD 84,226.248 if the rate never changes.
  • Processing fee at most BHD 200 (+ 10% VAT); settling the whole BHD 100,000 early: a fee of at most BHD 200.000 + BHD 20.000 VAT = BHD 220.000.

Registration fees on the day

  • Sale registration: Registering a sale with the Survey and Land Registration Bureau: 2% of the property value. The 2% falls to 1.7% if the registration application is filed within 60 days of notarizing the sale contract (Law 13/2013: 15% off the fee). On a BHD 100,000 home: BHD 1,700.000 within 60 days, BHD 2,000.000 after. The Bureau accepts an online request to extend the reduced-fee period; it must be filed within 120 days of notarization, and the Bureau decides on it.
  • Who pays it: The law sets the fee but does not say whether the buyer or the seller pays it — that is agreed in the sale contract.
  • Mortgage: registering it BHD 5, lifting it once the loan is repaid BHD 5.
  • Citizens' housing finance: Buyers who borrow from the state housing bank to buy a housing unit or plot are exempt from the registration fee, within the loan amount. The schemes themselves: government housing schemes.

CBB's limits come from its Rulebook (Volume 1 for conventional banks, Volume 2 for Islamic banks, chapter CM-5 Consumer Finance, June 2022, and the fee caps in Appendix BC-7 / BC-8). Your bank's offer and its own credit review are what count.

Who may buy property in Bahrain

  • Bahraini citizens may buy anywhere; citizens of the other GCC states are treated like Bahrainis (Decree-Law 40/1999).
  • Other nationalities may own buildings and land only in the residential-building zones (A), (B) and (C) and in the listed investment and tourism areas and projects, as shown on the official maps (Prime Minister's Decisions 43/2003, 38/2023 and 27/2025). Holders of a platinum residency may also own elsewhere, outside excluded areas. The Survey and Land Registration Bureau's page "Other Nationalities Ownership" shows the areas — check the plot before you pay a deposit.
  • Residency: owning property worth at least BHD 130,000 can qualify you for a Golden Residency (BHD 5 application fee, BHD 300 every 10 years, plus BHD 300 for each dependant's permit; threshold set by Ministry of Interior Decision 150/2025) — see who can buy property in Bahrain.
