Loan limits in Oman: salaried vs pensioners

Updated

The Central Bank of Oman (CBO) sets how long a loan against your salary or pension may run and how much of your net monthly income all your debt payments may take. CBO's circular makes no distinction between Omanis and expatriates — what changes the limits is whether you are salaried or a pensioner, and whether your net income is up to or above OMR 3,500 a month.

A personal loan may run at most 10 years and a housing loan at most 25 years — both only until you are 70. With personal loans only, all monthly debt payments may take at most 50% of net monthly salary, or 30% of net monthly pension (40% above OMR 3,500). With a housing loan the ceiling is 60% of salary (up to 75% above OMR 3,500) or 40% of pension (up to 75% above OMR 3,500). CBO's circular sets no maximum loan amount: the debt-burden limit and the term decide it.

The higher housing figures are ceilings, not an entitlement: for salaried borrowers above OMR 3,500 CBO allows them only after a detailed credit review. Terms: personal loan 10 years, housing loan 25 years, in both cases only until age 70. The rate is at most 6% a year — see the CBO interest rate ceiling. The circular covers conventional banks and Islamic banking entities (interest or profit).

What counts in the debt burden

  • Every debt: The debt burden counts every debt, credit cards and overdrafts included, and borrowing from finance and leasing companies.
  • Age 70: Loans may run until the borrower is 70, counting the expected net pension, within the term and debt-burden limits.
  • Credit cards: a card limit against salary is at most 5× net monthly salary (2× net monthly pension for pensioners), and in the debt burden a card counts as at least 5% of its whole limit a month.

What "net salary" means

Net salary or pension = the amount the bank actually receives regularly; one-off receipts and future salary increases do not count. So a bonus paid once, or a raise you expect next year, does not lift your limit.

Worked example: net income OMR 1,200

A net monthly salary of OMR 1,200 (our assumption), no other debts, a personal loan over the longest term, 10 years, at the 6% ceiling:

  • Salaried: 50% = OMR 600.000 a month may go to debt payments, which carries a loan of about OMR 54,044 (OMR 600.000 a month).
  • Pensioner with the same net pension: 30% = OMR 360.000 a month, which carries about OMR 32,426.
  • Salaried, aged 63: the loan must end by age 70, so the term stops at 84 months and the same OMR 600.000 a month carries only about OMR 41,072.

Top-ups, Eid deferrals, loans outside the limits

  • Top-up: A personal-loan top-up only after 24 months of good payment, once 50% is repaid, or when the full eligibility was not used when the loan was first given.
  • Eid deferrals: At most two Eid deferrals a year on a personal loan, and only with your consent — never automatic.
  • Moving to another bank: Another bank may take over a personal loan, keeping its category (housing stays housing).
  • Outside the limits: Personal loans not based on salary, and loans against your own term deposits, fall outside these limits.

What a bank may charge on top of the interest: loan fees in Oman.

CBO's limits come from its Master Circular on Personal Loans/Finance (BM 1213, 13 February 2025); CBO says its 6% ceiling may change from time to time — your bank's offer is what counts.

Finance and leasing companies

Finance and leasing companies are licensed by CBO but are not banks: CBO's Master Circular on Personal Loans/Finance for banks (BM 1213) does not apply to them. Their own CBO circulars — FM 41 (2023) on what they may do and FM 31 (2013) on charges — say:

  • Personal loans: without collateral and for a non-business purpose only. All debt payments at most 50% of net monthly salary under OMR 1,000 a month, and at most 60% from OMR 1,000, or when you also repay a housing loan. Net salary is what reaches your bank account each month.
  • Term: at most 7 years (banks: 10), plus up to 2 monthly deferments a year at your request; the company must consider your age so that the loan ends reasonably ahead of retirement.
  • Top-up: Finance and leasing companies: a personal-loan top-up only after 12 months of satisfactory payment, after 50% of the loan is repaid, or when the first loan did not use the customer's full eligibility.
  • Interest rate: CBO does not cap the interest rates of finance and leasing companies, unlike banks; in 2013 it found rates as high as 24% a year and told the companies to review them and be moderate. Compare offers on the real yearly rate.
  • Charges: paying off early at most 1% of the amount prepaid; rescheduling at most OMR 10 for an individual; duplicates at most OMR 5; basic certificates (no-due, release letter, balance confirmation) only a nominal amount; late (penal) interest at most 2% over the loan or lease rate (CBO's wording: "shall not exceed 2 % of the same").
  • Up front: all terms and charges, including the effective rate, must be disclosed in full before you sign, and changes notified well ahead.

A loan from a finance and leasing company still counts in a bank's debt-burden check. The older master circular for these companies (FM 19, 2006) is not on CBO's website, so a rule in it that FM 41 did not change could still apply — ask the company to show its terms in writing.
