Zero down payment car loan in Oman: what it really costs

Updated

In Oman a bank cannot give you a vehicle loan with nothing down — not under CBO's Master Circular on Personal Loans/Finance. CBO's minimum margin on vehicle loans is 20%, so a bank may lend at most 80% of the price: on an OMR 8,000 car at most OMR 6,400, and you pay at least OMR 1,600 up front. CBO's circular makes no distinction between Omanis and expatriates. An offer with nothing down therefore cannot be a bank vehicle loan under that circular; finance and leasing companies follow other CBO circulars (see below). The maths only: borrowing the whole OMR 8,000 at 6.00% (CBO's ceiling) over 60 months would be OMR 154.662 a month and OMR 1,279.745 more than paying cash — OMR 255.949 more than the same car with 20% down (OMR 123.730 a month). If such an offer is based on a price above the cash price — say OMR 8,800 at 4% — its real yearly rate against the cash price is 7.96%.

Instalments on this page follow the standard monthly formula on the reducing balance. Your bank counts interest or profit day by day between the actual payment dates and rounds each amount, so its own schedule can differ slightly. Only your signed offer is binding.

Why a bank needs 20% down

CBO's Master Circular on Personal Loans/Finance sets a minimum margin on vehicle loans: the borrower pays at least 20% of the price, so a bank or Islamic banking entity may lend at most 80%. It applies whatever your nationality — CBO's circular makes no distinction between Omanis and expatriates. If someone offers you a car with nothing to pay up front, it is not a bank vehicle loan under that circular: ask in writing who lends the money, on what terms, and what the cash price is.

Finance and leasing companies are not covered by that circular. Their CBO circulars that we could read (FM 41 of 2023 and FM 31 of 2013) set no minimum down payment for a car; the older master circular for these companies (FM 19) is not on CBO's website, so we cannot say whether it does.

    What nothing down would cost

With nothing down you would pay interest (or profit) on the whole price instead of on part of it, so the instalment and the total are higher. It gets expensive when the offer is based on a price above the cash price — then you pay interest on money that never went into the car. The real yearly rate measured against the cash price shows both effects in one number.

    The rules

    • Down payment: at least 20% on a vehicle loan — a bank lends at most 80%.
    • Term: a personal loan (not for housing) runs at most 10 years, and only until you are 70.
    • Highest rate: 6% a year on personal loans — the effective rate on the reducing balance; no flat rates, no teaser rates. CBO says the ceiling may change from time to time.
    • Fees: processing fee at most OMR 25, none for pensioners with a net monthly pension under OMR 1,000.
    • Your salary or pension: with personal loans only, all monthly debt payments at most 50% of net monthly salary; pensioners 30% of net monthly pension (up to OMR 3,500) or 40% (above it). Every debt counts.

CBO's limits come from its Master Circular on Personal Loans/Finance (BM 1213, 13 February 2025); CBO says its 6% ceiling may change from time to time — your bank's offer is what counts.

    Finance and leasing companies

Finance and leasing companies are licensed by CBO but are not banks: CBO's Master Circular on Personal Loans/Finance for banks (BM 1213) does not apply to them. Their own CBO circulars — FM 41 (2023) on what they may do and FM 31 (2013) on charges — say:

    • Personal loans: without collateral and for a non-business purpose only. All debt payments at most 50% of net monthly salary under OMR 1,000 a month, and at most 60% from OMR 1,000, or when you also repay a housing loan. Net salary is what reaches your bank account each month.
    • Term: at most 7 years (banks: 10), plus up to 2 monthly deferments a year at your request; the company must consider your age so that the loan ends reasonably ahead of retirement.
    • Top-up: Finance and leasing companies: a personal-loan top-up only after 12 months of satisfactory payment, after 50% of the loan is repaid, or when the first loan did not use the customer's full eligibility.
    • Interest rate: CBO does not cap the interest rates of finance and leasing companies, unlike banks; in 2013 it found rates as high as 24% a year and told the companies to review them and be moderate. Compare offers on the real yearly rate.
    • Charges: paying off early at most 1% of the amount prepaid; rescheduling at most OMR 10 for an individual; duplicates at most OMR 5; basic certificates (no-due, release letter, balance confirmation) only a nominal amount; late (penal) interest at most 2% over the loan or lease rate (CBO's wording: "shall not exceed 2 % of the same").
    • Up front: all terms and charges, including the effective rate, must be disclosed in full before you sign, and changes notified well ahead.

A loan from a finance and leasing company still counts in a bank's debt-burden check. The older master circular for these companies (FM 19, 2006) is not on CBO's website, so a rule in it that FM 41 did not change could still apply — ask the company to show its terms in writing.

What CBO says about loan promotions

CBO's circular BM 1167 (2019) sets the rules for banks' promotions. It covers banks, not a dealer's own offer — but it tells you what a bank's advert may and may not do:

    • No gifts on loans: Banks may advertise personal loans but may not offer prizes or incentives, in cash or kind (token gifts included), on any loan or financing product; only credit-card campaigns may carry prizes.
    • More than one rate: Where a personal loan has more than one rate (a lower rate first, a higher one later), the bank must show every rate with its period, how often the rate is reset and the effective rate for the term, in all documents and on its website. CBO's 2025 personal-loan circular goes further: a low starting rate that rises later is not allowed at all.
    • "Skip an instalment" offers: Offers of 'instalment waivers' must tell customers their effect, such as a longer term and more interest.
    • Cards: Banks must not promote credit cards as a substitute for medium- or long-term personal loans.
    • Small print: Every concessionary offer or promotion must state its validity period, and discount schemes may have no hidden costs or charges.

    Questions people ask

Can I get a zero-down car loan from a bank in Oman?

Not as a bank vehicle loan. CBO's minimum margin on vehicle loans is 20%: a bank may lend at most 80% of the price, so you pay at least 20% up front.

Can a finance and leasing company finance a car with nothing down?

CBO's circulars for finance and leasing companies that we could read (FM 41 and FM 31) set no minimum down payment for a car; the older FM 19 is not on CBO's website. Ask for the terms, the cash price and the real yearly rate in writing.

Is the rule different for expatriates?

CBO's circular makes no distinction between Omanis and expatriates.

Why does nothing down cost more?

In Oman, you would pay interest (or profit) on the whole price instead of on part of it. If the offer is based on a price above the cash price, you also pay interest on money that never went into the car.

How do I compare car offers?

By the real yearly rate measured against the cash price. CBO requires the effective rate on the reducing balance (no flat rates) and caps personal loans at 6% a year — ask for that rate and the cash price in writing.
