Costs of buying a home in Oman
Updated
Example (our example price, not a rule): buying a OMR 120,000 home in Oman with a housing loan and the minimum 10% down needs about OMR 16,157.000 in cash on the day — the down payment of OMR 12,000 plus OMR 4,157.000 in official fees (3.46% of the price): the 3% sale registration fee (OMR 3,600.000) if you pay it, OMR 540.000 to register the mortgage (0.5% of the OMR 108,000 loan), and OMR 17 in fixed sale-registration fees (request submission OMR 5, contract OMR 2, title deed OMR 10). A broker's commission and bank fees have no official number, so enter what you are quoted. Paying all cash, the same home costs OMR 123,617.000.

The costs on the day
- Down payment: at least 10%. CBO lets a bank lend at most 90% of the property value for a housing loan. Land you own and a government housing subsidy count as down payment; registration and insurance costs may be included in the value.
- Sale registration fee: 3% of the property value, charged by the Ministry of Housing and Urban Planning to register a sale (or gift) to a third party. The regulation does not say who pays, so the calculator lets you choose.
- Mortgage registration: 0.5% of the mortgage value, if you buy with a housing loan (the rule also sets a maximum fee — see the rules box).
- Fixed sale-registration fees: request submission OMR 5, contract OMR 2 and title deed OMR 10. Non-Omani buyers also pay a OMR 25 property-ownership application form.
- State housing aid: beneficiaries of the state housing-assistance programme are exempt once from the title-deed, sale and mortgage fees.
- VAT: Oman's basic VAT rate is 5%, but the resale of residential property, rental for residential purposes and bare land are exempt, on conditions set by the VAT regulations (commercial property is not exempt). For the first sale of a new home the VAT law text we read does not say — ask the seller whether the price includes VAT. The calculator adds no VAT.
These fees come from Ministerial Decision 570/2025 (the Ministry's regulation of values, fees and prices). Ministerial Decision 36/2026 amended other items of the fee regulation (transfers into the owner's own company, housing-assistance exemptions); the 3% and 0.5% fees are unchanged.
What has no official number
We found no official broker's commission and no official cap on it. For bank fees CBO caps only the processing fee on a housing loan (OMR 50); a valuation or insurance is priced by your bank or insurer. So the calculator starts these fields empty, ignores them while they are empty and says so in the result and the PDF.
After the purchase
With a housing loan, CBO's debt-burden limit applies: all your monthly payments may be at most 60% of a net monthly salary up to OMR 3,500 (pensioners: 40% of a net pension up to that amount). The housing loan calculator checks it, with the 6% rate ceiling and the 25-year term.
Who may buy property in Oman
- Omani citizens buy and register with the Ministry of Housing and Urban Planning.
- Citizens of the other GCC states may buy, but not agricultural land and not in the areas listed for strategic or security reasons — the Ministry's service page names them (see the rules box).
- Foreign nationals may buy land only within Integrated Tourism Complexes (ITCs).
- Non-Omani buyers pay an extra OMR 25 property-ownership application form when the sale is registered. Check with the Ministry of Housing and Urban Planning before you pay a deposit.
