The CBK discount rate is the Central Bank of Kuwait's policy rate. No lender lends to you at it — but in Kuwait every personal-loan and credit-card rate cap is built on it.
The CBK discount rate is 3.50% (since 11 December 2025). A conventional consumer or housing loan may cost at most the discount rate + 3 = 6.50%; a credit card at most the discount rate + 2.5 = 6.00% a year. These sums are our computation from CBK's formula.
The caps today
| Product | CBK formula | Cap today |
|---|---|---|
| Consumer (personal) loan, conventional | Discount rate + 3 | 6.50% |
| Housing loan, conventional | At grant: discount rate + 3; at each 5-yearly reset: the CBK-announced level, moved by at most 2 points | 6.50% (at grant) |
| Credit card, conventional | Discount rate + 2.5 | 6.00% |
| Islamic finance | Same amount, term and salary limits; no profit-rate cap clause in CBK's Islamic instructions | |
When the discount rate moves
- Consumer loan: the rate is fixed. An existing consumer loan does not change when CBK moves the discount rate; only new loans get the new cap.
- Housing loan: reset at the end of every 5 years to the level CBK announces, by at most 2 points up or down — see Kuwait housing loan rules.
- Credit card: the cap follows the discount rate.
Worked example: what 0.25 points does
A KWD 10,000 consumer loan over 60 months:
- At today's 6.50% cap: KWD 195.661 a month, KWD 1,739.689 interest in total.
- At 6.75% (the cap if the discount rate rose 0.25 points): KWD 196.835 a month — KWD 1.173 more, KWD 70.387 more interest over the loan.
- At 6.25% (if it fell 0.25 points): KWD 194.493 a month — KWD 1.169 less.
Because a consumer loan's rate is fixed, the move matters only if you sign after it. See your own numbers: personal loan calculator · housing loan calculator · credit card: the minimum payment trap.
CBK's limits come from its instructions of 11 November 2018 on personal (consumer and housing) loans and credit cards, as amended in 2023 and 2025 — your lender's offer is what counts.
