Example: the largest housing loan CBK allows, KWD 70,000, over the longest term of 15 years at the conventional rate cap of 6.50% costs KWD 609.775 a month, and KWD 39,759.528 in interest over the term. The rate is reset every 5 years by at most 2 points: from instalment 61 the same loan would cost KWD 665.828 if the rate rose by 2 points, or KWD 556.559 if it fell by 2. On a KWD 250,000 home that leaves KWD 180,000 to pay from your own cash.

Instalments on this page follow the standard monthly formula on the reducing balance. Your bank counts interest or profit day by day between the actual payment dates and rounds each amount, so its own schedule can differ slightly. Only your signed offer is binding.

CBK's housing-loan rules
- Amount: at most KWD 70,000 per customer, to buy, build or repair a private home. Consumer and housing loans together: at most KWD 95,000, still within the salary limit.
- Term: at most 15 years. On retirement a housing loan may be stretched by 5 years, to 20 years in total.
- Rate: at grant at most the CBK discount rate + 3 points (6.50% today, our sum of CBK's formula). It is reset at the end of every 5 years — before instalments 61 and 121 — by at most 2 points up or down.
- Salary limit: all monthly instalments — loans, cards, operating leases and instalment purchases, from every lender — at most 40% of net monthly salary for employees and 30% of net pension for retirees.
- Equal monthly instalments, no balloon payment. Paying off early: on the reducing balance you settle the outstanding balance and future interest is never charged; when early repayment comes from rearranging the loan (a new loan of the same type, moving to another lender, or a retiree's rearrangement), CBK's 2018 rules oblige the lender to waive the interest (Islamic: profit) for the remaining period. Ask your lender for the settlement figure.
Islamic housing finance
CBK's instructions to Islamic banks set the same amount, term and salary limits for murabaha, tawarruq or ijara home finance. They contain no profit-rate cap — the 6.50% cap applies to conventional (interest) loans. In Islamic finance the profit is often fixed in the contract: CBK's obligation to waive the profit for the remaining period covers the rearrangement cases (a new loan of the same type, moving to another lender, or a retiree's rearrangement); for a plain settlement from your own money we found no CBK rule, so ask your lender for the settlement figure.
If you fall behind
After a default a lender may reschedule a housing loan by at most 3 more years (18 in total). A consumer loan may get at most 1 more year.
State housing
Decree-Law 114/2026 sets up mortgage financing for citizens entitled to state housing, in equal monthly instalments over at most 25 years; it applies once its regulations are published.
Who may buy property in Kuwait
- Kuwaiti citizens. Decree-Law 74 of 1979 limits owning real estate in Kuwait to Kuwaitis.
- Citizens of the other GCC states may own property and are treated like Kuwaitis (a bill approved by the National Assembly in December 2003 (the resulting law's number could not be confirmed)).
- Other Arab nationals: one property, on conditions that start with an Amiri decree allowing it.
- Everyone else cannot buy; a non-Arab foreigner who inherits a property must sell it within a year.
For most expatriates in Kuwait the real choice is renting — see rent or buy? for what the rent law says. Details: who can buy property in Kuwait?
