Loan fees in Kuwait: what a lender may charge

Updated

What a lender in Kuwait may charge on a personal (consumer) or housing loan besides the interest — and what CBK has said about fees for paying off early.

Lenders may charge only fees approved by CBK, and only for a real service; CBK publishes no single fee table. Loan insurance is your choice and costs at most 2% of the finance amount. Paying off early: CBK told banks in 2007 to stop charging prepayment fees (it does not say expressly whether that circular still applies), and you settle the outstanding balance — future interest is simply never charged.

Not a valid document. Estimate for information only — not financial advice, not an offer of credit and not a bank document. Errors are possible. Only your bank's or finance company's official offer letter, contract and statements are binding.

Only CBK-approved fees

CBK's instructions allow fees only where CBK has approved them and they pay for an actual service. There is no CBK list of fee amounts and no cap on an administration fee that we could find — so ask for every fee in writing before you sign, and compare offers on the real yearly rate including fees.

  • No interest upfront: interest may not be deducted from the loan when it is paid out.
  • Insurance: optional; at most 2% of the finance amount (on KWD 10,000, at most KWD 200), and it counts in the salary limit.
  • No balloon payment: a large final payment is not allowed in any personal financing, Islamic lease-to-own included.
  • Time to read: at least 2 business days with an unsigned copy of the contract before you sign.

Paying off early

CBK told banks in April 2007 to stop charging fees for paying off consumer and instalment loans early. CBK does not say expressly whether the 2007 circular still applies — if a lender asks for a prepayment fee, ask it to show the CBK basis in writing.

On a loan with interest on the reducing balance, settling early means paying the outstanding balance (plus any interest accrued since the last instalment) — future interest is simply never charged. When early repayment comes from rearranging the loan (a new loan of the same type, moving to another lender, or a retiree's rearrangement), CBK's 2018 rules oblige the lender to waive the interest (Islamic: profit) for the remaining period. CBK sets no such rule for a plain settlement from your own money. Ask your lender for the settlement figure.

In Islamic finance the profit is often fixed in the contract: CBK's obligation to waive the profit for the remaining period covers the rearrangement cases (a new loan of the same type, moving to another lender, or a retiree's rearrangement); for a plain settlement from your own money we found no CBK rule, so ask your lender for the settlement figure.

Worked example: settling KWD 6,000

A consumer loan with KWD 6,000 still owed and 30 monthly instalments to go at 6.50% (the highest conventional rate today; our assumption):

  • Instalment: KWD 217.230 a month; paying on to the end costs KWD 516.897 more in interest.
  • Settling today: KWD 6,000.000 — the balance, with no prepayment fee as CBK's 2007 circular asks (KWD 0).
  • Saved: KWD 516.897 of interest.

After at least 30% of the instalments are paid on time you may also move the loan to another lender, at the rate in force on the new contract.

Work it out: early settlement calculator · personal loan calculator · housing loan calculator. The rate itself is capped: CBK discount rate explained.

CBK's limits come from its instructions of 11 November 2018 on personal (consumer and housing) loans and credit cards, as amended in 2023 and 2025 — your lender's offer is what counts.
