Kuwait housing loan rules: amount, term, rate reset
Updated
A housing loan in Kuwait — to buy, build or repair a private home — follows CBK's limits on amount, term, rate and salary. Unlike a consumer loan, its rate is not fixed for the whole term.
At most KWD 70,000 over at most 15 years; together with a consumer loan at most KWD 95,000. The conventional rate is at most the CBK discount rate + 3 (6.50% today) when granted, and is reset at the end of every 5 years by at most 2 points up or down. All instalments: at most 40% of net salary (employees) or 30% of the net pension (retirees).

The limits
- Amount: KWD 70,000 per customer, from all lenders together; with a consumer loan, at most KWD 95,000 in total.
- Term: at most 15 years, in equal monthly instalments; no balloon payment.
- Salary: every instalment you pay — housing, consumer, cards, leases, instalment purchases — at most 40% of net salary for an employee, 30% of net pension for a retiree.
- Islamic finance: the same amount, term and salary limits; CBK's Islamic instructions contain no profit-rate cap clause.
The rate reset every 5 years
The rate is fixed when the loan is granted, at most the CBK discount rate + 3. At the end of every 5 years — from instalment 61, then instalment 121 — it is reset to the level CBK announces, but by at most 2 percentage points up or down from the rate you paid before. CBK's own example: even if the discount rate rises by more than 2 points, the housing-loan rate may rise by only 2 at the reset.
Worked example: KWD 70,000 over 15 years
The largest housing loan, KWD 70,000, over the longest term, 15 years, at the 6.50% cap (our assumption, not an offer):
- Instalment: KWD 609.775 a month; interest over the full term KWD 39,759.528 if the rate never changes.
- From instalment 61, if the rate rises the full 2 points to 8.50%: KWD 665.828 a month; if it falls 2 points to 4.50%: KWD 556.559.
- For the starting instalment alone to fit the 40% limit, an employee needs a net salary of at least KWD 1,524.438 a month, before any other instalment.

Retirement and rescheduling
- On retirement a housing loan may be stretched by 5 years, to 20 years in total.
- If your income falls, the term may go past the normal maximum; the instalment then stays at most 50% of the new net salary.
- After a default: a consumer loan may get at most 1 more year (6 years in total), a housing loan at most 3 more (18 in total).
- Paying off early or rearranging: when early repayment comes from rearranging the loan (a new loan of the same type, moving to another lender, or a rearrangement on retirement), the lender must waive the interest for the remaining period — see loan fees in Kuwait.
State housing: the new mortgage law
Decree-Law 114/2026 sets up mortgage financing for citizens entitled to state housing: equal monthly instalments over at most 25 years. It applies once its regulations are published; until then nothing on this page changes. This site's calculators use CBK's limits above.
Before you buy
The housing loan stops at KWD 70,000, so the rest of the price is your own cash, plus the Ministry of Justice registration fee of 0.5% of the price. And not everyone may own property in Kuwait: who can buy property in Kuwait?
CBK's limits come from its instructions of 11 November 2018 on personal (consumer and housing) loans and credit cards, as amended in 2023 and 2025 — your lender's offer is what counts.
